The new COVID-19 cases included one in the community and one in hotel quarantine.
The new locally acquired case is a known primary close contact in isolation during their infectious period.
Tuesday also bought 33,037 test results to Victorians along with 14,989 vaccinations being administered.
Victoria's active coronavirus case tally now sits at 19.

The new cases come as Campaspe Shire mayor Christine Weller reported mixed reaction to the state government decision to close the Victorian-NSW border.
"Obviously there is frustration and disappointment and I feel for the businesses here again and there is no getting away from that part," she said.
NSW recorded 89 new local cases on Tuesday.
Of the locally acquired cases, 75 were linked to a known case or cluster - 59 were household contacts and 16 were close contacts - and the source of infection for 14 cases remained under investigation.
The news comes as health experts declare there was no Stawell link for COVID-19 positive travellers from Melbourne to Adelaide.
There was community concern in Stawell, a stopping point halfway between the two capital cities, but investigators have not come up with exposure sites.
However a popular stopping point for Stawell residents on their way back from Melbourne, the Western Highway McDonalds and Mobil service station at Ballan has been identified as a Tier 1 exposure site.
Stawell Regional Health chief officer Kate Pryde said Stawell Regional Health is prepared and ready to respond.
"We have upscaled our services as necessary to help keep our community safe," she said.
Anyone who visited the site on July 8 between 5 and 7pm needs to get COVID-19 tested and isolate for 14 days.
The Ballan service station is the second Tier 1 exposure site nominated in recent days, with the other in Craigieburn on Melbourne's northern fringe.
Ms Pryde said the community need to remain aware of the risks.
"We are asking everyone to respond to the broader request to stay vigilant and to respond to the alert that has been issued for anyone who may have travelled on the Western Highway and stopped at the Ballan Mobil Service Station between 5-7pm for any reason," Ms Pryde said.
