Owner of Raccolto Pizzeria in Halls Gap Richard Flecknoe said as a tourism town people rely heavily on people from Melbourne.
"From a personal point of view, to move freely is great but from a business point of view it's going to be tough, the next couple of weeks are going to be tough," he said.
Mr Flecknoe said he plans to open the pizzeria on nights he knows the business will make money.

"Even if I can keep some of my staff employed and cover costs, I'll try to open Friday and Saturday nights," he said.
"We have to see how the next couple of weeks progress."
Mr Flecknoe said the loss of Queen's Birthday weekend would hurt the business and region.
"It's a massive loss for our region, it's one of the biggest weekends of the year," he said.
"We're really hoping regional Victorians get out and support us. I know they did last time. We're hoping people get out and do that again."
Stawell's Secret Corner owner Claire Preston said the seven day loss was a struggle but found food deliveries picked up as residents supported businesses in the region.
"Things have been crazy," she said.
"I've had loss of income, so my worker has had loss of income. It'll be good to get my worker back to regular hours.
"I've had to adapt. This week I've being doing large family meals which have been a hit. It's surprising how much the community have supported that side of things."
She said it would be good to have people dining in again but doesn't yet know the impacts of lost business due to travellers along the Western Highway.
"It will definitely have an impact, but I'm unsure of just how much just yet," Ms Preston said.
"A lot of my customers are travelling people. I'm hoping where they can, residents of Stawell and other places in regional Victoria will support local businesses."
