There have been five cases - including recovered - in the Northern Grampians local government area since the pandemic began.
No new COVID-19 cases have been recorded in Horsham.
Seven active cases remain in the Horsham Rural City Council local government area, while there have been 11 cases - including recovered - in total.
One active case remains in both Ararat and West Wimmera.
No active cases have been reported in the Hindmarsh or Yarriambiack shires.
Meanwhile, Premier Daniel Andrews confirmed masks will be mandatory for all Victorians from midnight on Sunday.
It comes as 723 new cases were recorded in the past 24 hours - the highest daily increase of the pandemic.
Sadly, it was also a record day for deaths because of the coronavirus.
COVID-19 UPDATE:
Thirteen people died in the past 24 hours, taking to total to 105.
Mr Andrews said from 11:59pm on Sunday August 2, every regional Victorian must wear a face covering when out of their home.
"It's something we can do in regional Victoria without causing economic cost but.. while getting significant health benefit," he said.
"I don't think this is the biggest leap."
There are now 5385 active cases in the state: 255 of which are in regional Victoria.
"It's vital we stop this virus further seeping into regional Victoria," Mr Andrews said.
"I understand this will a big step for some. But by covering your face, you're protecting your community, and protecting those extra freedoms your community enjoys.
"By covering your face, you're keeping local businesses open, and keeping local people in work."
