A collated message from the meeting was released from all parties involved.
"The fight is now. There is a commitment from leaders within the community to respond," their announcement said.
"We are supporting each other with resources and we are doing everything we can to keep the Northern Grampians Shire community well.
"Our commitment is the compliance on social distancing, hand hygiene and supporting people to be able to isolate when they need to during the COVID-19 pandemic."
While the leaders met, shoppers were left disappointed after finding shelves empty at the supermarket.
Northern Grampians Shire Council Cr Murray Emerson said the main message to residents was "don't panic".
"It's a very serious situation we are in," he said.
"But do not panic. Listen to the advice from the appropriate channels and seek advice if you are confused, don't understand or are needing help. I think we are all resilient enough to work our way through it and I'm sure we will come out the other side with a lot of experience and I'm sure it will work out ok."
