Mrs Cooper died on March 11, after celebrating her 104th Birthday in December, 2019.
Mrs Cooper had become a frequent feature of the Stawell Times-News, sharing her life story and in more recent years, her daughter Fay Newton sharing stories of her mother.
Mrs Cooper lived at Eventide Homes for more than 12 years.
Chief executive Sue Blakey said she holds fond memories of the once "very active woman".
"Mrs Cooper would walk by my office every day," she said.
"I enjoyed her mischievous nature, refusing to get her photograph taken, closing her eyes only to open them and smile as soon as the photographer left the room.
"It has been an absolute pleasure to have known Eileen and taken care of her to such a grand age."
Mrs Newton also resides at Eventide Homes and would visit her mother each day for a friendly chat.
She would also replenish Mrs Cooper's chocolate supply as chocolate was her indulgence.
"Mum was a very strong woman and was determined to hit the grand age of 100," Mrs Newton said.
"She not only surpassed turning 100 years of age, but she also celebrated her 104th birthday."
