Chalambar and Youth Club have announced to the association and rival clubs their intentions to not play a B Grade team for the remainder of the season. Round five of the B Grade competition was played at the weekend.
Grampians Cricket Association administrators have issued a new draw which includes eight teams.
The association postponed the start of 2019-20 after Aradale requested a move into the B Grade competition, due to player numbers.
Association president David Turner said the outcome was "disappointing" for the competition and cricket.
"A lot of people are frustrated with the outcome," he said.
"It puts pressure on the administration roles within the association to reorganise the season. That's not even to mention the pressure on the blokes who are ringing around each week trying to get players to get teams on the ground."
Mr Turner reflects on a time when the association had 32 teams in the competition across all grades.
"Now we're back to two grades and 13 teams," he said. "We've dropped by half in only 12-14 years.
"People don't commit like they once did. People move away or are working. We've seen it in our juniors as well.
"There are so many options for kids to play and football training is starting back now - some on Tuesday and Thursday nights.
"If they want to play football come next year they are obliged to start training with a club now."
Youth Club A Grade captain Nic Baird said it was an unfortunate result for the club.
"We played one game which resulted in a good outcome to get it off the ground," he said.
"Looking past the Christmas period we have some young kids who will be moving off to University and work opportunities elsewhere.
"We also have some other players with work commitments who can't be available each week.
"We thought it would be in the best interest of the league if we pulled our B Grade side.
"The ability to field a team wouldn't be consistent and if we were fortunate enough to win one of those games we didn't want to be the team who knocked off a team which just missed finals because of the outcome of that game."
