Brown pleaded guilty to using abusive, obscene, insulting or threatening language toward or in relation to an umpire at the hearing on Wednesday.
Brown was found guilty with two of the four weeks suspended until the end of 2017.
Brown will miss the first two games of the Horsham District Football Netball League 2017 season.
The incident occurred in round 16 when the Swifts suffered a difficult loss against Harrow-Balmoral.
Swifts finished their season in eighth position on the league ladder, on 20 points.
The Swifts are set to shake up the Horsham District Football Netball League next season after missing out on a finals spot, having developed and recorded some strong season games.
