"The entries in this year's awards were of an extremely high standard, so to be announced as category winners is a real achievement," Mr Broad said.
"All the people who have contributed to both entries are making a significant impact to their local areas and should be congratulated."
The Northern Grampians Shire Council won in the 'Contributing to Regional Growth' category for their Stawell Underground Physics Laboratory project.
The project, which would utilise the old Stawell Gold Mine site, has support from leading experts in particle physics from around Australia and overseas and involves the construction of an underground dark matter detection laboratory, the first of its kind in the southern hemisphere.
The project would place Australia at the forefront of ground-breaking research and deliver both social and economic benefits to the Stawell region.
Mildura Rural City Council won in the 'Youth Employment' category for its Flexible Learning Options Connect (FLO).
FLO is a re-engagement centre that connects vulnerable young people with skilled educators, case managers and other professionals, to help reconnect them with pathways to education, training and employment.
"Both these projects show considerable investment in the future of their respective regions by offering long term benefits to the communities.
"I look forward to the announcement of the overall winner of the National Award for Excellence in Local Government as I believe both nominees are worthy contenders," Mr Broad said.
The winner will be announced in Canberra on June 16.
