The Kara Kara Ward member was sworn in during the Council's statutory meeting in the evening of Monday November 8, with the 2021-22 term to be Cr Driscoll's third term as mayor.
During the meeting Driscoll said he wanted to run as mayor once again because he wanted to represent the people of the Northern Grampians.
"Thank you councillors for the opportunity to lead you for the next twelve months," he said.
"The Northern Grampians Shire is a collaborative enterprise and it is not about individuals, it is a sum of all the parts.
"As individuals we achieve nothing and as a collective we can achieve great things.
"Hopefully we can continue the good work achieved by Cr Murray (Emerson) and the previous leadership."

During the meeting outgoing mayor Murray Emerson declared he wouldn't be nominating for the role for the 2021-22 term.
Cr Murray Emerson said he felt proud to have represented the people of the Northern Grampians Shire Council.
"It has been a pretty difficult twelve months but it has been a true pleasure to represent the people of Stawell, especially in the mayoral position," he said.
"That overrides all the trials and tribulations we have sometimes.
"It is an out and out pleasure to be able to represent this group of people who represent the people of the Northern Grampians Shire.
"It has been a humbling experience and it been something I have very much enjoyed, but of course it is not over yet."
