Mitch's speech on poverty also acknowledged how lucky we are as Australians to live in this country.
"At first I spoke about how I have seen child poverty and gave an insight into it, I also answered two unseen prompts," he said.
The impromptu topics were, how do you see the future of Stawell and does society put too much emphasis on academic achievement over more practical skills?
"I didn't expect to win it, but I felt really happy with myself and content with my efforts," Mitch said.
"I would recommend others considering doing it (Lions Club) to definitely do it."
Five students from Stawell Secondary School, including Collins contested the title. The other four were Cameron Bowman, Sam Williams, Dijonue van Zyl and Kirsten Body.
Each student spoke for five minutes on their chosen subject, they also spoke for two minutes on the two impromptu topics, that were given without any notice.
Mitch will now go on and speak at the zone final in Willaura on March 15. Special thanks was accorded to school teacher, Celia Fairley who organised the students'participation in the event held at the Comfort Inn - Goldfields.
Ms Fairley said the event was a fantastic learning experience for the students in the future for public speaking.
The dinner was attended by 52 Lions, parents and guests including acting principal, Murray Hart and his wife Debbie.
