However, no-one could have ever expected that the two - recycling and red tape - would one day be linked in any way.
It does appear to be the case with new requirements being imposed on councils, in relation to the way they report to state government.
The reporting system itself is nothing new, but when goalposts are continuously changed and new rules introduced, it is a fair assessment that rather than red tape being reduced, it is simply being recycled.
Councils were excited initially when they heard of plans to reduce red tape at local government level, giving them more freedom to plan for the future.
Now, unfortunately, those plans have to be put on hold as the powers that be try and get their head around all the new rules
