Premier Daniel Andrews said metropolitan and regional Victorians would be subject to the same rules from 6pm on Friday night.
Mr Andrews once again implored people to get vaccinated.
"That vaccinated economy is here to stay," he said.
"It will not be being folded up."

Mr Andrews said staff working in the retail industry would also be required to be double vaccinated.
People will be allowed to return to entertainment venues, if they are double vaccinated, with one person per each four-square-metres in non-seated venues.
Cinemas will be allowed to operate at 75 per cent capacity.
Masks will no longer be mandatory outdoors from 6pm on Friday.
Mr Andrews said it was hoped the state would reach the 90 per cent double vaccination rate on or around November 24.
When that target is reached there will be no caps or density quotas for people who are double vaccinated.
