It is unknown at present whether the case is currently in the LGA or resides elsewhere, as was the case for an earlier case attributed to Horsham in September.
This comes as Victorian COVID commander Jeroen Weimar confirmed 168 cases recorded for regional Victoria.
The additional case brings the total number of active cases listed for the Horsham local government area to two.
There were no new cases recorded for the Yarriambiack, Hindmarsh and West Wimmera local government areas.

Other regions that recorded cases in regional Victoria since Friday were:
- Greater Sheppaton had 22 cases
- Geelong had 26 cases
- Baw Baw Shire saw 22 cases
- LaTrobe Valley had 17 cases
- Mildura recorded 16 cases
Mr Weimar said at a press conference on Saturday that the numbers were "gradual and consistent" and cases were mostly confined to households.
"Although we're not seeing massive spreader events, we're seeing these rolling sets of numbers as people in households continue to test positive," Mr Weimar said.
"We have around 1000 households that have at least one person with COVID-19 and over the next few weeks we will see more cases come as more people in these households get tested."
