Premier Daniel Andrews confirmed the state would not be ready to come out of lockdown on Tuesday night.
He expects further details to come on Tuesday.
"There are more than 250 exposure sites connected to this outbreak, from Phillip Island to the Mallee. One end of the state of the other, literally, not just in Melbourne, but right across our state," he said.

Mr Andrews confirmed all 13 new locally acquired cases of coronavirus were linked to the current outbreak. However, only one of those cases was isolating throughout their infectious period.
There are currently 15,800 primary close contacts who are in quarantine isolating at home or in another place.
