Within the planning documents, it outlines the projected view of the creation of 53 new jobs - full time, part-time and casual.
KFC was named within documents Stawell Times-News has viewed which also included a drive-thru section to the premises.
The land impacted is 2-4 Ararat Road, Stawell, which is located along the Western Highway.
The planning documents are available to view at the Northern Grampians Shire Council offices and objections must be made in writing.
Mayor councillor Murray Emerson said it was an exciting opportunity presented in Stawell West.
"It will create some employment and it will add to the experience for traffic stopping in Stawell West along the Western Highway," he said.
