Allowing residents to have their say until June 17, the draft budget outlines the council's predicted expenditure for the upcoming financial year.
Included in the draft budget documents are financial statements, budgets, and forecasting.
Northern Grampians Shire Council property owners will see a discount on the rate in the dollar to be levied as general rates under section 158 of the Act for each type or class of land.
Residential, commercial and industrial are the big winners - coming away with a 9.1 per cent decrease. However residential property price rises could see the discounts only sitting at a 3.7 per cent downward change.
According to the draft budget, cultural and recreational properties will receive the most benefit with a decrease of 7.8 per cent overall while commercial properties will see a decrease of 7.4 per cent.

Farming properties will be subject to an overall increase of a projected 10.4 per cent rise, despite Northern Grampians Shire Council knocking down rates by 3.3 per cent overall.
The increase comes as farming property prices across the region have skyrocketed at record sales.
The basis of all property assessments to be used in charging rates is the Capital Improved Value.
The Shire will assess a 1.2 per cent increase in residential properties for the new financial year.
A decrease in commercial properties has been listed as an almost 10 per cent decline for 2021-22.
The draft budget also outlines initiatives the council would like to achieve in 2021/22.
Under the waste management banner the following points were listed:
- Explore collaborative procurement opportunities for Council's kerbside waste and recycling collection contract.
- Investigate options for glass collection points throughout the shire
- Investigate options for kerbside Food Organic and Garden Organic (FOGO) in sections of the community
- Research new waste technology and innovations to support waste management to suit the shire
Council has also listed a $100,000 decrease in expenditure on waste in the upcoming financial year but has predicted almost $1million will be spent in the following year.
