The morning tea event at Stawell is also earmarked as an opportune time to celebrate the announcement of recent funding to refurbish the library.
Northern Grampians Shire Council mayor Murray Emerson said the national week of observance was a wonderful opportunity for the community to familiarise themselves with the diverse range of services available at the shire libraries.
"Many of us think of our libraries as the obvious place to access free books, media and information within our community but they are very much community hubs where all generations and like minded people can gather to pursue their special interests," he said.
"Our libraries host book clubs, local history clubs, preschool storytime, school holiday activities, craft activities, writing groups and provide a comfortable and quiet place for our residents to work or study with ready access to PCs and printing, scanning and laminating."
