It comes as a senior federal minister conceded there would be "hiccups" in the Australian vaccine rollout.
Peter Dutton said the nation was not in the same state of "mad panic" as countries such as the United States and United Kingdom.
The comments came after frustrations from the states about a sluggish Commonwealth-managed rollout, for which they have felt unfairly blamed.
Four million Australians were due to have received their vaccine by the end of March, a target missed by more than 3.3 million.
