The event's approval comes after organisers were left 'frustrated' after waiting for the Victorian Government to approve their COVIDSafe plan.
Chair of Stawell Gift Event Management Stephanie Spence said: "we're looking forward to welcoming fans to Central Park to take in the incredible atmosphere, action and history that is the Powercor Stawell Gift".
"We particularly want to recognise the Victorian Government for their support, guidance and ultimately, approval of our COVIDSafe plan to allow spectators to attend this year's event.

"Organisers are committed to the safety and wellbeing of spectators, athletes, volunteers and event workforce and will implement COVIDSafe measures across the three days of the carnival.
The plan involves two ticketed spectator zones, with spectators to remain within their ticketed zone for each session's duration.
Reinforcement of enhanced hygiene practices, implementing contract tracing of patrons, frequent high-touch surface cleaning, and digital tickets' exclusive use will also be implemented.
Northern Grampians Shire Council Mayor Murray Emerson said the event would be a big boost for the region.
"It will be fantastic to welcome back to our region the visitors, spectators, and participants in this momentous event," he said.

With the safety of all involved at the top of our list and taken careful care of by event organisers, I believe the return of the Gift this year will be great for the Northern Grampians and great for sport in Australia."
As part of COVIDSafe practices, all tickets for the 2021 Powercor Stawell Gift must be purchased electronically.
Digital Tickets will be available to purchase exclusively from Ticketek and go on sale by Friday, March 12.
The 2021 Powercor Stawell Gift will take place from April 3-5, 2021.
