Stawell florist Little Stems owner Bernadette Johnson said they were unsure about how their business could be run over the next few days.
"We are not going into panic mode yet, we are just waiting to find out," she said.
"We are not sure and we are still trying to find out if we can trade or not so it's just up in the air for what we are able to do.

"We have thousands of dollars worth of flowers ready to go, so as soon as we find out about florists we will let everyone know.
"Right at this time of day we are not sure what it means for us and I definitely feel for those who were planning weddings tomorrow.
"We haven't got any weddings planned, because of COVID, just because we know the risks of if circumstances change.
"We have heaps of orders for this weekend and now it is just about trying get those orders out tonight."
Florist retailers were not explicitly addressed in the new restrictions as Ms Johnson said she was still trying to work out the exact details of how, or if they could operate over the next few days.
Ms Johnson said they would provide more information to customers as they received it.
