Victorians will be able to have up to 30 visitors to their household each day from midnight on Sunday, an increase from the current limit of 15.
People will be able to gather outdoors in groups of up to 100 people from the same time.
Masks must be carried at all times throughout summer, with a requirement they be worn at indoor shopping centres, supermarkets, department stores and indoor markets.

The wearing of masks will also remain a requirement when among large crowds with people you do not know and where there is no sign in process.
"That is important if there is an outbreak. It will make the job of contact tracing easier," Mr Andrews said.
Masks must also be worn when travelling on public transport or in Ubers or taxis.
It will be highly recommended, but not mandatory, for masks to be worn in settings indoors or outdoors where 1.5 metres distancing cannot be maintained.
"Masks remain a great insurance policy for us. It is a very low cost for a very high benefit," Mr Andrews said.
"It is important to have a mask in your pocket so if you need to put it on you can."
Private sector offices will be able to move to 50 per cent of employees returning to work onsite from January 11, an increase from 25 per cent.

Public service offices will move to 25 per cent capacity on the same date.
There will be no cap for weddings, funerals and religious gatherings, from midnight on Sunday, with a density quotient of one person per two square metres.
Dance floors at weddings will be limited to 50 people with a one person per four square metre rule.
If service or wedding is held at the family home, the 30 person limit applies.
The patron cap will be removed for bars, restaurants, pubs and cafes from midnight on Sunday, in line with a one person per two square metre rule.
To cater for smaller venues, up to 25 patrons will be permitted in venues before the density quotient kicks in.
Standing service in hospitality venues will be allowed, meaning patrons can stand at a public bar and be served.
Night clubs will be able to open in line with the one person per two square metre rule, with a limit of 50 people on dancefloors.
Gyms and exercise classes will be limited to a maximum of 50 people, with the one person per four square metre rule in place for indoor community sport.
Seated entertainment venues will be able to open with up to 75 per cent of fixed seated capacity with a limit of 1000 people.
Large events will be determined by individual event plans, taking into account the circumstances of each event.
Accommodation bookings are limited to the house rule of 30 people.
Mr Andrews said following these rules would lock Victoria in for a COVID-safe summer.
"We know without a vaccine we will see cases and outbreaks, but we are very confident we will be able to control those," he said.
"That control is underpinned by everyone playing their part.
"All of us need to remain vigilant. We have many months in front of us living a different life."
Mr Andrews said he would make further announcements on restrictions in 2021.
