The recognition was awarded for Mrs Bennett's "outstanding" fifty years of contribution,commitment and loyalty to ecumenical Christian service and witness in Stawell.
Mrs Bennett was a founding member of the council and has remained active in its work.
The Stawell Inter Church Council welfare Cottage helps those in need within the community with food, grocery shopping vouchers, and other practical help.
The council's secretary Mary Rita Thomas said despite the difficult year due to COVID-19, the Cottage and volunteers had never missed a day being available to those in need.
"They have conducted all interviews by phone and home delivered aid," she said.
"Each year there is a special Christmas distribution of Christmas grocery shopping vouchers and new toys and books for those doing it tough in our community.
"This year we will not be to distribute toys and books because of COVID-19 but we will be able to distribute Christmas grocery shopping vouchers."
Residents who would like to request Christmas aid can call 0408 877 021 Tuesdays or Thursdays between 10.30am and 1.30pm.
Financial donations would be welcome and can be arranged by calling the same number.
