On Tuesday, the state celebrated a second-consecutive day with no new cases and no further loss of life.

There are now just 87 active cases in Victoria.

It was announced two adults and their dependents will be allowed to visit a home in Melbourne going forward - but only one group a day.

Masks would still be needed, including in homes for visits, to keep the opening between metro and regional areas on track.

"if we're going to have that ring of steel lift by November 8 then masks need to be with us for some time to come," Premier Daniel Andrews said.

Mr Andrews said Victorians would probably be wearing masks until the end of the year and possibly into next year.

"I think they have a very useful purpose," he said.

MAKING NEWS:

"It is very important not just to wear a mask, but wear it properly."

Mr Andrews said without the masks more people would have been infected, and more would be infected if they were removed now.

"We may have more flexible settings where they can be worn, but that is a few weeks off," he said.
