The seat was left vacant after Jason Hosemans decided not to stand again for the position on council and no other nominations came forward.
The VEC state its making the necessary arrangements to conduct the by-election on November 28, 2020.
Those arrangements include making training available for prospective candidates.

Northern Grampians Shire chief executive Liana Thompson said she was looking forward to the councillor team forming in a timely manner.
"We are pleased the VEC has already announced the date for the by-election for the South West Ward as it means the sooner the councillor team can be formed," she said.
"I encourage anyone and everyone with an interest in representing the people of this shire to put their hand up and run for the vacant seat."
