Up until midnight on Monday night, Melbourne's 14 average is 31.
Regional Victoria has eight cases in total, with an average of 0.6 per day, for the past 14 days.
Yesterday, the Victorian Premier Daniel Andrews announced restrictions were easing for metro Melbourne.
Mr Andrews also said face shields are also no longer allowed to be worn on their own, Mr Andrews said.
"Victorians will now be required to wear a fitted face mask, covering the nose and mouth," he said.
"Some of the concessions we made as we adjusted to this new normal - things like wearing a scarf or a bandana or a face shield - will no longer apply."
Regional Victoria moved into the second step on September 13. Regional Victoria moved into the third step on September 16.
In the roadmap, it states metro Melbourne won't be moving into the third step before October 26.
