The 14-day rolling average number of new cases is 1.6, compared to 1.8 yesterday.
Mr Andrews said about 7000 people got tested on Saturday, but if test numbers are not maintained, it will hold the state back from taking "future steps".
"The strategy is working, the numbers are coming down, but if we were to open up right now, these numbers are still too high," he said.
School camps will return for regional Victorian students in Term 4, Education Minister James Merlino said.
Each school camp must have a COVID safe plan, with regular and enhanced cleaning.
"We want to see a return of all those other activities that make school life so rich," Mr Merlino said.
"This is a significant step not just for kids and schools but many, many people working in regional communities across the state."
Earlier: On Monday, the state reported just 11 new cases. It followed daily increases of 14 cases on Sunday, 21 on Saturday and 45 on Friday.
To date, 763 people have died from coronavirus (COVID-19) in Victoria, an increase of two since yesterday.

Yesterday's low numbers gave Premier Daniel Andrews cause for optimism.
"This is a good day, a day where Victorians can be proud of the work they've done, their commitment (and) their resolve to see this off and to defeat this virus in its second wave properly comprehensively and sustainably," he said.

MAKING NEWS ACROSS THE NORTHERN GRAMPIANS:
As of Monday morning, there were just 26 active cases in regional Victoria.
The region remained free of any active coronavirus cases.
There was still one case assigned to Horsham, though authorities had previously confirmed this is a person who contracted the virus in Melbourne and has not visited the region while infectious.
