Premier Daniel Andrews said the figures offered cause for optimism.
"This is a good day, a day where Victorians can be proud of the work they've done, their commitment (and) their resolve to see this off and to defeat this virus in its second wave properly comprehensively and sustainably," he said.
"We can't hope to keep numbers low, until we first get them low and that's where the trend is going. That's all down to the hard work, and the amazing efforts that Victorians are putting in right across our state."
The number of active cases in regional Victoria also dropped to a total of 26.
Statewide, the number of active cases has fallen to 743, down from 834 yesterday.
MAKING NEWS ACROSS THE NORTHERN GRAMPIANS:
As of Sunday morning, the Wimmera remained free of any active COVID-19 cases.
There was still one active case assigned to the Horsham, though health authorities have previously confirmed that this was a person who contracted the virus in Melbourne and had not visited the Wimmera while infectious.
"This is a day of hope and optimism. This is a day that shows beyond any doubt this strategy is working, and we will get to that COVID normal, and it will be meaningful and sustainable," Mr Andrews said.
"I'm determined we're not going to spend 2021 bouncing in and out of lockdown."
Sadly, five further deaths were reported over the past 24 hours.
Those deaths include two males and two females in their 80s, and one female in their 90s.
There are 94 Victorians in hospital with coronavirus, of which eight in intensive care and five are on a ventilator.
