There were no new cases reported in regional local government areas in the past 24 hours.
The rolling 14-day average in regional Victoria is now 4.5 and the number of mystery cases has also fallen.
Premier Daniel Andrews said regional Victoria was in a great position to potentially take two steps at once, when official stage three restrictions ease at 11.59pm on Sunday.
"As it stands - and I can't guarantee that this is the case - but if the trend continues, we'll be able to take a step or steps as early as towards the end of next week," he said.

There are now eight active cases with an unknown source in regional Victoria.
However, there were still 11 mystery cases in the two weeks up until September 6 (the latest data currently available).
There needs to be zero mystery cases in the regions for two weeks - as well as rolling 14-day average below five - in order to advance to the 'third step'.
On Thursday, the number of active cases in regional Victoria dropped by 10 to a total of 72.
MAKING NEWS ACROSS THE NORTHERN GRAMPIANS:
Deputy Chief Health Officer Allen Cheng said there were promising signs for the regions.
"I'm sure my friends in regional Victoria are holding their breath that nothing comes up in next week or so. I hope that next step will be some time later next week," he said.
"The modelling is only one piece of information we are using to decide on these thresholds. Clearly regional Victoria is looking very good, there are not many unknown source cases.
"Colac is a good example where there has been one case that arrived and resulted in 30 secondary cases, but we know where they are, we think we've got that under control and didn't have any cases yesterday.
"The five cases is not a hard and fast rule, we need to be looking at this every day, we need to be looking at contact management."
There are currently three active cases in the Horsham Rural City Council local government area.
There are no active cases in any other shire in the Wimmera, the Northern Grampians or Ararat.
