"But we have been through this before so we are coming accustomed to the changing of dates and regulations," he said.
"We are still optimistic that we will be opening up soon."
The latest closure on August 5 was the second time a number of businesses temporarily close their doors during 2020.
"It's been difficult, not so much for the business but for the members that normally attend regularly," Mr Driscoll said.
"Stawell Fitness was the place for members to catch up with friends and colleagues while improving their health and well being."
Victorians have been faced with many challenges during 2020. Employers have been forced to stand down employees and cut shifts during phases of restrictions.

Stawell Fitness 24/7 employ four to five employees who have all had their duties ceased until the gym is reopened.
But it's not all doom and gloom for the industry. Mr Driscoll said after the first "lockdown" there was a large spike in new members.
"After witnessing this we are very optimistic about the future of the business, and the industry as a whole," he said.
"It's hard to plan when we really don't know how it's going to play out, so I guess just playing it by ear and use this time to learn something new or spend it with your family.
"But we will continue to wait until the restrictions are lifted so we can jump back into it."
