At Saturday's update, Premier Daniel Andrews said there had been 12 further deaths taking the total in Victoria from this pandemic to 193.
He said six of the deaths were recorded in an aged care setting, one was a person in their 30s, two in their 70s, two men and three women in their 80s and four women in their 90s.
Mr Andrews said just over 500 of the 7808 active cases were in regional Victorian areas in stage three lockdown.
There have been 14,283 cases of coronavirus recorded since the pandemic began. The breakdown of cases by local government area will be sent out later today.
"It's important we move to stage three in regional Victoria we know it's deeply inconvenient and challenging, but we must do everything to keep those numbers low," he said.
"I understand there are some communities who (have) frustration I think at being COVID-free and having these restrictions. I can appreciate that, but at the same time with these unknown cases, it suggests there is more transmission out there than the data tells us.
"We don't want a situation where there might be reductions in cases in Melbourne but increases in regional Victoria."
There are 636 Victorians in hospitals with coronavirus, 44 in intensive and 29 of this 44 on ventilators.
There are 2584 cases with an unknown source, an increase of 130 since yesterday.
998 healthcare workers are active coronavirus cases, an increase of 140 since yesterday.
Chief Medical Officer Professor Brett Sutton said it was a positive that the numbers had stabilised rather than increased in recent days.
There were 450 cases recorded on Friday, 471 on Thursday and a record 725 on Wednesday.
Professor Sutton said stage four restrictions in Melbourne could make a difference to daily case numbers in the next week.
Overnight, an Ararat Police spokesman said officers issued one fail to stay at home penalty in Ararat. Stawell Sergeant Eddie Malpas said police would have more to say on policing stage three restrictions in coming days.
Horsham Sergeant Mick Salter said there were no reports of COVID-19 breaches being handed out in the city overnight.
