Senior forecaster Tom Fejes said cold air from the state's southwest could see snow fall on peaks as low as 800 metres late on Monday.
"Showers will start to extend across the rest of southern Victoria on Tuesday morning... we could see snow fall as low as 300 or 400 metres in some parts, like the Dandenong Ranges (east of Melbourne) or Macedon Ranges. We could also see hail or showers in southern Victoria."
Mr Fejes did not mention the Grampians, though the national park has peaks above 800 metres in height.
He said winds would make the temperatures feel even colder than what they were.
"Southern Victoria will see some reasonable rainfall totals... but northern Victoria will probably not see too much with this system coming through," he said.
"Maybe later in the week we might see some rainfall developing but that's further down the track and very uncertain.
"We will probably see widespread frosts through the middle of the week, particularly through northern Victoria."
Horsham is expected to drop to negative one degrees on each of Tuesday and Wednesday, Stawell zero on Tuesday, Wednesday and Thursday, and Ararat zero on Wednesday and Thursday.
