Victoria recorded 273 new cases on Sunday, bringing the state's total to 3799 cases.
No new cases have been recorded in the Northern Grampians, Wimmera and Ararat. There are currently no active cases in these regions.
Premier Daniel Andrews announced on Sunday that a man in his 70s died overnight, taking the death toll to 24 since the pandemic began.
There are currently 57 Victorians in hospital, with 16 of those in intensive care.
"Let me take this opportunity to thank each and every one of those Victorians who came forward," Mr Andrews said. "I am deeply grateful to every Victorian doing the right thing.
"If we don't play our part, we will see this virus continue to spread. We cannot ignore the circumstances we face."
The state has recorded a week of triple-digit increases in new cases, including a record-high 288 new infections on Friday.
Mr Andrews ended his daily update on Sunday with a rallying call for all Victorians to support each other through what he expected to be a long second wave.
"We can't do it on our own. We need every Victorian to acknowledge that you are on the frontline," he said.
"Don't leave it to nurses and doctors to be the last line of defence. You are on the front line with me and my family and every family, and we all need to make smart choices for ourselves and each other.
"That is the only way we will stabilise these numbers and drive them down."
Mr Andrews said authorities were cracking down on people flaunting safety guidelines and attempting to leave the lockdown areas.
Victoria Police issued 202 fines statewide over the weekend for coronavirus restriction breaches. Fifty-one infringement notes were also issued at vehicle checkpoints.
Mr Andrews said Victoria Police were "not mucking about."
"(This) thing is so wildly infectious that everyone -- and every time someone makes a bad choice, the whole community potentially pays a price for that," Mr Andrews said. "That is why there are fines, rules, and that is why Victoria Police are not mucking about."
Victorian Education Minister James Merlino reiterated that there were no changes to schooling for students outside Melbourne and the Mitchell Shire.
Students in regional Victoria will return for term three on Monday and will continue face-to-face learning.
