Of the new cases, 13 are linked to outbreaks, 37 detected through routine testing, none are in hotel quarantine and 27 are under investigation.
It was the biggest daily spike since March 31 and means there has been 289 cases this week alone.
There are now 20 patients in hospital, including four in intensive care.
Thursday's location data shows there were no new or active cases in the Northern Grampians shire.
However, there were two new active cases in Bendigo.
Most of the cases are in virus hotspots, according to Victoria's Chief Health Officer Brett Sutton.
"One of the issues is people do move around a little bit," he said. "Obviously now, with the restrictions in force, people should be limiting their movement to the fullest extent possible."
Stay-at-home orders are in place for 10 postcodes in Melbourne's inner north and west from Thursday until at least July 29, after a 15th consecutive day of double-digit increase in cases in the state.
Those postcodes are: 3038, 3064, 3047, 3060, 3012, 3032, 3055, 3042, 3021 and 3046.
Much like earlier stage three restrictions, residents of these postcodes will only be able to leave their homes to shop for food and supplies, to receive or provide care, to exercise and to study or work if they can't do so from home.
Dr Sutton said he could not rule out further suburbs going into lockdown if the virus was not able to be brought under control.
"I really hope we don't have to," Dr Sutton said.
He also had a message for residents that considered the reaction to COVID-19 to be "overblown".
"It's up to all of us across Victoria to help keep the numbers down. I can only return people to the notion that this entire pandemic, whic his now affecting 200,000 people a day worldwide, started with one person."
