The Western Highway has re-opened in both directions between Ararat and Stawell.
Crews are continuing to work at the scene and traffic management remains in place.
The Department of Transport thanked people for their patience.

MAJOR Collision Investigation Unit detectives are investigating the three-vehicle crash at Great Western overnight.
Police believe a truck carrying multiple vehicles and a ute collided on the Western Highway just after 10pm on Wednesday. A second truck then crashed into the scene.
The male driver of the ute died at the scene and is yet to be identified.
The driver of the truck carrying cars, a 50-year-old man from Lalor, has been taken to hospital with serious but not life-threatening injuries.
He will be interviewed at a later date.
The driver of the other truck, an Albion man, 63, was not injured and has been exonerated from any wrong-doing.
The exact cause of the collision is still being investigated.
The Western Highway remains closed between Stawell and Ararat.
Detours are in place via the Pyrenees Highway and Pomonal Road.

POLICE are investigating after a person died in a three-vehicle crash at Great Western on Wednesday night.
Police believe a truck carrying multiple vehicles and a ute collided on the Western Highway just after 10pm.
A second truck then crashed into the initial collision scene.
The male driver of the ute, and only occupant, died at the scene. He is yet to be identified.
Paramedics treated the driver of the truck carrying cars, a man in his 50s, at the scene. He was airlifted to The Alfred hospital in a serious but stable condition with upper body injuries.
The male driver of the other truck was not injured and is assisting with enquiries.
Police are yet to determine the exact cause of the collision.
They asked drivers to avoid the area near Churchill Crossing Road. The Western Highway is closed between Ararat and Stawell and is set to remain that way until mid-morning.
There is a detour eastbound via the Pyrenees Highway and westbound via Pomonal Road.
