The company is still waiting to finalise legal documentation of funding.
"It's taken considerably longer than what we had hoped," Mr Sasse said.
"From our side there are no more outstanding issues. That doesn't obviously cover counter parties who may have individual concerns.
"To the best of my knowledge we've satisfied all of the conditions precedent for funding and now we're waiting on our funding party to come up and finish their part of the deal."
Mr Sasse said he understood the frustrations many residents in the region might be feeling and said he was hesitant to put another start date on it, due previous delays.
"These type of funding arrangements take on a life of their own," he said.
"Getting two sets of lawyers involved and then the counter party who often focus on issues we think are relatively unimportant.
"When we signed our term sheets back in September/October the expectations was the funding would be relatively complete.
"The final documentation and all of the documents and all of the condition precedents for finalising the agreement were completed and submitted to the funding party last Friday.
"We're just waiting and waiting and it's not pleasant."
Northern Grampians Shire Council approved the Nectar Farms planning permit in February 2019.
