Mr Muldoon has been appointed Wimmera-Mallee's area manager, a new role created following the departure of former regional manager Bruce Petering.
Mr Petering was made redundant in February as part of an AFL Victoria restructure.
Mr Petering previously managed the Central Murray and Sunraysia regions in addition to the Wimmera-Mallee.
Mr Muldoon will only manage the Wimmera-Mallee in the new role.
"My role is wholly and solely for our region," Mr Muldoon said.
"The investment made by the AFL into my role is pointed entirely toward the Wimmera-Mallee.
"We'll have a greater influence, and I'll spend all of my time in the region. I'll be accessible and contactable pretty much all the time.
"So it is a restructure, but I believe it is a positive restructure."
Mr Muldoon has worked for AFL Victoria as a football development manager for six years, a role focused primarily on junior football.
Mr Muldoon said he was not sure if the role would be replaced, but said additional help could be employed for things like running junior clinics.
"We'll have to work through that a little bit," he said.
"Just on sheer volume, I can't do both roles, but I'll still have an overarching view of my old role.
"That side of my work won't be compromised, because it's still very important that we have that in our region, and that we help promote young people playing footy."
Mr Muldoon said in his new role, he was determined to maintain and strengthen communication between AFL Wimmera-Mallee and the community.
"It's a fantastic opportunity," Mr Muldoon said.
"I'm very excited to still be working in the Wimmera-Mallee with the clubs I've established relationships with over the past six years.
"My first task will be to engage the major stakeholders straight away, to get back to the clubs and the stakeholders and reassess what they want out of football in the short, medium and long term.
"That's probably the most important thing."
Mr Muldoon added that two excellent seasons were brewing in the Horsham District league and Wimmera Football League, with just 29 days to go before the district league begins.
