The council has released a survey asking residents what they want to see from the strategy over the next 10 years, and whether the shire needs additional bins for garden waste and food scraps.
Other questions in the survey focus on fee structures around kerbside collection and ease of access to current waste transfer facilities.
Ararat Council mayor Councillor Jo Armstrong said the council had anticipated the state government's announcement and began reviewing its strategy with that in mind.
She also said any arrangements the council makes with the state government under its new scheme will be informed by the community feedback it receives - something reiterated by Environment Minister Lily D'Ambrosio in a statement from her office:
"There will ... be special arrangements for remote regional households and people in apartments, to ensure everyone gets access to the new four-bin system."
"This is why the waste management survey is so important - Ararat Rural City Council needs the views of its residents to ensure our waste management strategy reflects what is needed in our community and we keep the service affordable," Cr Armstrong said.
Council chief executive Tim Harrison said the council's plan will cover a 10 year period to 2030.
"The strategy will be developed over the coming months with a draft ready for community consultation around May this year," Dr Harrison said.
"Council's new waste management strategy will aim to continue to reduce waste sent to landfill, maximise recycling and provide efficient waste services to the community over the next 10 years."
