The shot hit the man and he was taken to hospital before being charged on Monday with several counts of exposing a police officer to risk by driving.
He has also been charged with reckless conduct endangering life, reckless conduct endangering serious injury, criminal damage, stealing a motor vehicle and handling stolen goods.
He has been remanded and will face the Melbourne Magistrates Court on Tuesday.

FRIDAY: An Ararat man has been shot in the shoulder after allegedly ramming a pair of police vehicles just after midnight on Friday morning.
The man, a 36-year-old from Ararat, and his female passenger, a 36-year-old from Stawell, came to the attention of police after they were seen acting suspiciously in a carpark off Mickleham Road in Tullamarine just after midnight.
As the police officers got out of their car to approach the pair, the driver allegedly accelerated and drove directly at the officers in the Toyota Corolla, ramming two police vehicles and causing one of the officers to discharge his firearm.
The driver sustained a gunshot wound to his shoulder and has since been conveyed to hospital with non-life-threatening injuries.
"Having seen the body-worn camera footage, I can understand why the members took the action that they took," Assistant Commissioner Luke Cornelius said.
His female passenger was arrested and is expected to be interviewed on Friday.
The investigation is ongoing and will have oversight by Professional Standards Command, as per protocol when any police firearm is discharged.
