The man, 59, was taken into custody after about six hours, but police declined to comment on why the man was refusing to leave the address or why police had been called in the first place.
Police also declined to comment as to whether the man was armed or not.
At the time emergency services remained on the scene due to a smell of gas emanating from the apartment.
However, Sergeant Eddie Malpas, of Stawell, said "during the incident it was identified that the smell was in fact not gas. As such, there is no ongoing risk to the community."

No one else was injured during the incident.
The surrounding units were been evacuated as a precaution.
"Given that the incident occurred at a residential location, we appreciate the patience and cooperation of those within the vicinity throughout the incident," Sergeant Malpas said.
