Sergeant Matt Currow said the vehicle, either an X-trail or a pathfinder, was involved in a petrol drive off at a service station on the Western highway through town at 11.30am.
He said the vehicle had been stolen from Ballarat earlier that morning.
"Police located the vehicle and attempted to intercept it, but it drove off and evaded police," he said.
"There were at least two people in the car, because a passenger got out to fill it up."
Sergeant Currow said the vehicle was last seen being driven "erratically" west towards the border.
He said anyone with information could contact Crime Stoppers on 1800 333 000.
