A new leader for the council's final 12 months of its four-year term is likely as current mayor Kevin Erwin stated his intention was not to renominate.
A statutory meeting to elect the mayor is scheduled for 6pm on November 11 at the council chambers at Stawell's Pleasant Creek Historic Precinct.
Cr Erwin has served as Northern Grampians Shire mayor for the past 12 months, taking the role from Cr Tony Driscoll.
Cr Erwin said the council had achieved a number of things in the past 12 months.
Cr Murray Emerson has signalled his intent to nominate for mayor.
"I've been away from the job for three years now," Cr Emerson said.
"In my previous term, I got a few projects started and I would like to see them come to fruition."
Crs Rob Haswell, Jason Hosemans and Merrilee Reid have ruled themselves out of the mayoral race.
Cr Karen Hyslop didn't comment when asked about her intentions.
Crs Hosemans and Reid both declared they would not nominate for the position due to time and work commitments.
"It's a position we'd all like to do, but it's a full-time - plus more - job," Cr Hosemans said.
"You need to have the time to commit to the role, which my circumstances doesn't allow."
