Nectar Farms chief executive Stephen Sasse delivered a presentation to Northern Grampians Shire Councilors on Monday, outlining the progress of the project.
"They are getting very close to turning a sod and it's all coming together really well," Mayor Kevin Erwin said.
"All along they haven't said it wasn't going to not go ahead but you just like to see things happening.
"We've had a few start dates before so it will be great to see the project finally start and I'm sure there will be a few people there to see the first sod turned."
Cr Erwin said from the presentation he understood the company hope to have a crop in by December 2020.
Mr Sasse said the company had finalised all the major components of the design scope.
"We have basically finalised most aspects of the funding piece and we're hoping to reach financial close no later than the beginning of November," he said.
"We should be able to start bulk earthworks before the end of this calendar year."
Cr Erwin said the project was a "massive boost" for the region.
"It will be nice to get the housing development advanced and hopefully we can see something positive happening there in the new year," he said.
