Investigators are seeking witnesses who may remember seeing a woman who was piggybacking a child in the vicinity of Tena Avenue and Natimuk Road, and across Horsham to Albert Street, between June 25 and July 20.
Horsham Senior Constable Sarah Liuzzi said the woman was described as being in her mid-20s, shoulder length brown hair and was dressed shabbily.
"It is believed the woman was piggybacking a boy who was possibly about 12-years-old and was described as having a slender build and fair hair," she said.
"Investigators are also seeking a man who lived in Horsham around this time.
"The man is described as having a stocky build, bald and a ginger coloured beard. He had body tattoos and tattoos on his scalp, forehead and face."
