Mr Bailey will become the regional director for western Victoria and will commence in his new role on Monday, September 30.
He resigned from his position on Monday, August 5. He will take leave from his current position from September 13.
"I saw an opportunity to be based in the region still," he said.
"We wanted to stay here. I am passionate about the region and this job allows for that. It allows me to work with the community and stakeholders still and deliver some good outcomes."
Mr Bailey said in his weeks remaining at the council, he will try to wrap up as many projects as possible.
"Obviously Sloane Street is a big point of discussion at the moment so hopefully I would have that expression of interest process pretty well wrapped up by then," he said.
"Negotiations won't be done, but that will be up to council anyway.
"We are still working frantically with projects like Gilmac in St Arnaud, Frewstal in Stawell and a lot of development stuff I deal with - for example the works in Halls Gap.
"It's certainly not going to be a casual five weeks. It will be a case of wrapping up and handing over projects."
