The HDKA will take over childcare services currently delivered by the YMCA. The YMCA has been responsible for the service for four years.
The Horsham association also currently manages two kindergartens in Stawell - Cooinda and Marrang.
HDKA executive officer Pauline Butler said the decision to take over the service considered several factors.
"We agreed with the YMCA that having childcare and kinder services under one management organisation just makes sense. Both for families involved and the community," she said.

"We have been in discussions for a few months.
"With the rollout of subsidised three-year-old kinder next year this was the best direction to take.
"It is more convenient and will make things a lot more streamlined."
Ms Butler said there are exciting times ahead for Stawell's early learning sector.
"We see this as a wonderful opportunity to strengthen Stawell's Early Years services and to provide on-going, quality, low-cost Child Care and Kindergarten Programs and outcomes for children and families in one place," she said.
"We are very excited. This is our second year now in Stawell and we are looking forward to continuing our strong services."
The association will host an information session at the YMCA building on D'Arcy Street from 6.30pm on July 18.
The session will cover the transfer process from the YMCA to HDKA, what programs will be on offer in 2020 and other general information pieces.
Northern Grampians Shire Council mayor Kevin Erwin said council has not had a role in the transfer but will be supportive of any move that benefits the community.
"From a community perspective we want to see childcare and kinders all succeed," he said.
"We will assist where we can and is appropriate."
