Horsham Police Sergeant Jason Bergen said it comes after police received multiple theft from vehicles reports on Sunday morning in Murtoa.
"There were numerous victims; the cars were parked both in residential areas and in the main thoroughfare in Murtoa," he said.
Sergeant Bergen said the 26-year-old man would face Ararat Magistrates' Court on Monday, charged with theft and burglary charges.
"Police want people to lock their vehicles and keep valuable items out of view; it's just common sense," he said.
Murtoa Sergeant Brendan Khan said the man had recently been released from Ravenhall Correctional Centre.
Sergeant Khan said it was alleged the man had ransacked both cars and garages in the Murtoa area.
"Paint cans and electric screwdriver were stolen form garages; handbags, coins, sunglasses and Bluetooth speakers were taken from cars," he said.
"It is alleged he also attended K and J Baker industrial estate and ransacked trucks. Fuel and personal bank cards were taken. It is also alleged he withdrew $800 from an ATM using one of the cards."
Sergeant Khan said it was an "opportunistic theft" and that the man wouldn't apply for bail.
"He has told police that he wants to go back to jail and will keep offending until he does," he said.
Police say theft from vehicle victims can report to Horsham Police Station on 5382 9200.
