A resident within the area said they were woken up by the noise on Friday night about 11pm.
"It was loud. Friends of ours up the road also said they heard it too," they said.
"It's not the first time this has happened in the area. There was one night we had lights coming into our house as the car was stationary with the brakes on.
"They turn the car lights off and it can go for some time. Those marks are still there from six months ago."
The resident said the incident could create a very dangerous situation, particularly on Newington Road.
"Not only for other drivers but who's not to say younger kids aren't walking home from somewhere at that time on a Friday night," they said.
"All it would take is one to get in the way and the driver loses total control - something really serious could happen.
"It's not just on one side of the road, it's the full width. Quite easily someone's parked car could have been smashed into and caused a lot of damage."
Stawell Times-News contacted Stawell Police and are awaiting comment.
