The latest incident occurred in Lake Fyans' boating area after offenders left large ruts in the ground.
Leading Senior Constable Kellie Harris said the offenders' actions wind up costing the community.
"It's about the poor behaviour of what some people do to our local areas," she said.
"The car park is a public asset - it's provided and maintained by GWM Water for local people and visitors, and when people do burn outs et cetera (GWM) have got to have it regraded and get new material, and it costs them.
"We need to remind people of our responsibilities - it all comes out of our hip pocket."
Senior Constable Harris said police will increase patrols in the area and if anyone is caught doing burn outs or similar actions, they will be "prosecuted accordingly."
"Just because it's a dirt road it doesn't give you the right to start doing burn outs and doughnuts," Senior Constable Harris said.
"As a result of the ruts left in the gravel, it becomes unsafe for other road users, including people that have to reverse their boats into the water."
Anyone with information is urged to contact Halls Gap police on 5356 4411.
