The Bureau of Meteorology recorded 18 millimeters in Ararat, 68.6 millimeters in Stawell, and 14.2 millimeters in Horsham.
The State Emergency Service received nine call outs for help with flooding and building damage between Ballarat, Moyston, Cathcart and Ararat.
An SES spokeswoman said other authorities, including Victoria Police were "out and about" assisting as well.
Stawell SES deputy controller Brody Stewart said his unit was also kept busy overnight.
"Four hours from 10pm onwards we had 25 requests for assistance ranging from flooding to ceiling collapses," he said.
"A lot of jobs there wasn't much we could do, it was just so much rain in such a little amount of time some gutters couldn't cope."
Mr Stewart said some instances of flooding could have been avoided had people been more prepared.
"There were gutters full of leaves which had not been cleared which was a bit annoying," he said.
"It serves as a good reminder for people to make sure gutters are cleaned to give the water somewhere to go."
