Crowe Horwath took out division one, defeating Blizzard Optometrists by one, 13-12.
Scores were all tied up at the start of the last end.
Jess Cass saved the day on her second last bowl - putting one right next to the kitty.
Last year's premiers Stawell Mower Centre fell short for the 2018-19 season, going down against Frewstal 7-18.
A similar tale unfolded in division two, SMD Easybeats defeated Police by one shot, 12-11.
Carey Covers defeated Skene Street by two.
Organiser Ian Holwell said it was an excellent grand final series.
"It was very entertaining bowling with teams being so close," he said.
"We had 20 teams join us this season and it's looking like more for next.
"If anyone is interested in putting a team in they are more than welcome to contact me and I will be in touch when the season is about to start."
